Govt heeds states & Cong as it launches final GST push

A day after a crucial meeting with states on the goods and services tax, the Modi government moved swiftly to incorporate the deliberations in the Constitution amendment bill, while addressing one of three demands raised by Congress.

But while accommodating Congress by doing away with the plan for a 1% additional levy, the government held firm on two other issues by not capping rates in the proposed legislation and leaving dispute resolution to the GST council. The decisions seem intended to send a strong message that the Centre will try to push the bill in the current session of Parliament The government is likely to hold formal talks with Congress on GST amend ments on Thursday, amid indications that informal parleys have been on the right track. Once the issues are settled with the principal opposition party, the government is expected to call an all-party meeting for an across-the-spectrum consultation on the vexed indirect reforms legislation.

Finance minister Arun Jaitley, who is meeting party leaders individually, hosted West Bengal chief minister Mamata Banerjee for lunch at his residence on Wednesday.

Last week Jaitley met Bihar chief minister Nitish Kumar who backed the Centre's formulation on keeping the tax rate outside the legislation.

Totally 30 students are believed to have received the Eamcet-2 question paper 48 hours before the exam for Rs 10 lakh in advance. CID officials suspect that the question papers of previous Eamcet 1 may also have been leaked. This startling revelation was made by the investigators while disclosing details in which Rajagopal Reddy was declared as part of the scam. Reddy, a native of Bengaluru was involved in the question papers’ leaks in Karnataka and also previous PG Medical Entrance Tests (PGMET) in 2014.

Sharmila to end fast on Aug 9: to contest polls, marry - Quit Manipur

Manipuri rights activist Irom Sharmila , who has been demanding the repeal of controversial Armed Forces (Special Powers Act ( AFSPA), has decided to break her fast of 16 years and said she will fight elections instead.

"I will break my fast as the government has failed to give any positive response. I will fight elections to resolve the issues," she said on Tuesday. She will break her fast on August 9. Assembly elections in Manipur are scheduled in 2017.

Irom has been on a hunger strike since November 2000, when 10 civilians were killed by security forces at a bus stop near Imphal airport. The fasting agitator, who is being fed through a nasal tube, has justified using the fast as a weapon to achieve her goal of repealing AFSPA.

"Mahatma Gandhi, the father of the nation, had resorted to fasts while making certain demands," she has said. She had been arrested, released and then re-arrested from time to time on the charge of making an attempt to commit suicide.

The 44-year-old told a district court in Manipur today that she would end her fast on August 9. She also informed the court - where she is required to mark attendance every 15 days - that she wants to marry.

Amala Paul and Vijay to split?

There were plenty of rumours that a split was on the cards between actress Amala Paul and director Vijay — the once adorable couple of K’town. When Amala Paul, who was on a career-high in 2014, chose to marry director Vijay, it created a huge buzz in tinsel town. Though Amala hit the bull’s eye with Mynaa under Prabhu Solomon’s direction, it was director Vijay’s casting her opposite Chiyaan Vikram in Deiva Thirumagal, which was dubbed in Telugu as Nanna, that catapulted her to dizzy heights. It was during the making of Deiva Thirumagal that the duo fell in love and went on to date for three years.

After a grand betrothal on June 7 in Kerala, the couple tied the knot on June 12, 2014 at a star-studded function in Chennai. Amala relocated to Chennai and lived with Vijay at a bungalow in the posh Boat Club area. But merely two years later, rumours in the industry claim that Amala and Vijay are headed for a split. It is learnt that the relationship between the two has been souring over the last few months, and the discord has snowballed to the point that both will opt for a divorce and separate with mutual consent.

STAR KHILADI, NETA ANADI!

It was supposed to be a thriller, but it turned out to be a comedy . The high-sounding name given to the event -High Voltage Football Match, Football for Nation, Football Ka Mahamuqabla -provided very few nail-biting moments, because from the start, the Bollywood team was in control. The actors routed the Members of Parliament 10-0 in the match held at JLN stadium, Delhi on Sunday evening. But Delhi didn't care either way . They'd turned up to see Ranbir Kapoor playing football, and the star totally rocked his performance as a winger too.

The MPs were led by Babul Supriyo, with Manoj Tiwari as his deputy . While Abhishek Bachchan was supposed to be skipper of the All Stars Football Club, he was happy playing the manager's role. Supriyo said, “When I was in Mumbai, I used to hit the gym at least thrice a week. Now you can see that I am almost the shape of the football that we will be kicking around!“ He joked, “The actors are fitter, but I have told them to show some respect to those working for this country and not score too many goals. I have tried to bribe the referees and also did some jaadu-tona at the opponent's goal post!“ As the match began, the ball hardly left the Parliamentarians' half. The MPs were no match for the actors, who showed great skill, stamina and coordination. The strikers and midfielders -Ranbir, Dino Morea, Shabir Ahluwalia, Sachin Joshi, and Karan Veer Mehra -continued to net one after the other, while the MPs looked helpless as they panted after small sprints. But the man wearing the RK jersey stole the show. He ran, tumbled, got up, dribbled the ball, scored goals, celebrated with teammates... and the whole stadium reverberated with chants of `Ranbir, Ranbir'.Everyone wanted to get a closer look at the superstar who scored five goals.

Modi wants to reach hoi polloi with Reforms 2.0

Prime minister Narendra Modi has tasked the finance ministry to draw up a blueprint for the second phase of economic reforms, with a bias towards thehoi polloi. Modi asked finance minister Arun Jaitley on Friday to put together a long-term policy document that would set the tone for reforms in the next 25 years. July 24 marked completion of 25 years of economic reforms.

Jaitley will consult all concerned stakeholders in the economy, including international economic experts and think tanks, to chart India’s course as an economic powerhouse, an official privy to Modi’s thinking told Financial Chronicle. He did not wish to be identified.

Alongside the finance ministry, the Niti Aayog too will be tasked to prepare fresh policy approaches after studying global models of economic reforms and restructuring. Modi and Jaitley may even consider taking inputs from former prime minister Manmohan Singh and his erstwhile team for shaping the outlines of the second phase. Much of India’s economic achievements of the past 25 years are credited to the policies articulated by Singh, known as the architect of India’s economic reforms programme.

Kamal Haasan, who suffered a nasty injury last week, has been unable to watch his friend Rajinikanth’s blockbuster movie, Kabali yet. “It’s sad,” says Kamal, adding, “But the timing of the accident doesn’t allow me to watch the film. I will do so as soon as I can,” he promises.

Kamal suffered multiple fractures in his leg and is recovering well, even though he’s bedridden for a bit. “Yes I’m recovering,” says Kamal, talking about his predicament. “It’s a quick recovery according to doctors. But it’s a tad more painful than my previous hospital sojourns. I’m off the radar for a month and for once, not thinking about work at all.”

Thanks to his fractures, his month off has ended up becoming his first holiday in years. “I needed a break, I guess. And I got a break in more ways than one; three breaks actually,” he laughs. So how did he manage to get injured? “It happened so suddenly and the reason of the fall was so silly, I can’t even talk about it,” says Kamal, about the accident.

Students allege moral policing on UoH campus

A week after the academic session began, students at the University of Hyderabad (UoH) expressed distress at the constant surveillance on campus.Students alleged that security guards are restricting their movement, especially of girls, on the campus and CCTVs have been installed at all major junctions and places where students gather, in a move that has now turned intimidating.

The varsity authorities had decided to tighten security following a clash between members of ABVP and a few students on July 16 over the killing of Hizbul Mujahideen commander Burhan Wani in Kashmir. The university , soon after, issued a circular restricting students from holding public meetings or protests inside the campus. “Due to the CCTV camer as at the shopping complex, students who want to support protests or raise their voice against various issues are not coming forward, fearing that the cameras will capture their identity ,“ said Mitaji, a research scholar in the sociology department.

Students also said that for the first time, the administration has restricted entry of women into the men's hostel.“I was not allowed to give medicine to my friend in the men's hostel as the security guards stopped me at the entrance and threatened to call senior security personnel,“ said Debomita Mukherjee, an MA student of sociology . “For research purposes, we often have to work together with our male friends. But now, the security guards are raid ing men's hostels to remove women,“ said another research scholar.

India vs West Indies: Bouncer ploy awakens India

India made a cautious start, overcoming a testing spell from the West Indies fast bowlers to reach 72/1 at lunch on Day One of the first Test here on Thursday.

At the Sir Vivian Richards Stadium, Shikhar Dhawan (46*, 74 balls, 4 fours) and Cheteshwar Pujara (14* 63 balls) were at the crease, after Shannon Gabriel (1/18) bowled an encouraging spell for the hosts.

This was after skipper Virat Kohli won the toss and elected to bat.

The Indian think-tank threw up some surprise by way of their team selection, leaving out left-arm spinner Ravindra Jadeja and opting to go in with three pacers instead. Umesh Yadav and Mohammad Shami joined Ishant Sharma in the pace department, while R. Ashwin and Amit Mishra are the spin options.

The West Indies handed a debut to Roston Chase, picking seven full-time batsmen, and left out fast bowler Miguel Cummins.

Murali Vijay (7) and Dhawan started off with Gabriel and skipper Jason Holder (0/14) starting the proceedings for the hosts. The West Indies had come out with a clear ploy and made good use of the new ball on a fresh first morning pitch.

Holder was the first one to test Dhawan with a short ball, and soon it became clear what plans they had set for the left-handed opener.

T brand ambassador Sania `missing in action'

Exactly two years ago, on July 22, 2014, the Telangana government anointed ace tennis player Sania Mirza as its brand ambassador. And on the occasion, she was also handed over a cheque for Rs one crore.

The Rs one crore given to her when she was appointed the brand ambassador was provided as a kind of `hand loan' by the Telangana Industrial Infrastructure Corporation (TSIIC), which sources said, is still awaiting a reimbursement from the government. Another Rs one crore was given to Sania separately for her sterling performance in the 2014 US Open by the Sports Authority of Telangana.

Two years down the line, the tennis star has been conspicuously missing from all the flagship pro other major schemes when she was in the city.

When she was appointed, the government claimed the 'Brand Ambassador' of Telangana will promote the new 'state's interests' in India and abroad.

When Telangana celebrated its grammes initiated by the Telangana government. Even if the brand ambassador was busy with international tennis tournaments, the state government, for reasons best known to itself, failed to utilise her services for promotional activities related to tourism, culture and second formation day this June, the TRS government spent crores of rupees for various publicity activities that continued for nearly one month. But Sania did not take part in any of the activities or governmental publicity campaigns. For instance, a section of officials in the government believe that the tennis star could have been a good spokesperson for the SHE teams introduced by both Hyderabad and Cyberabad police for women's protection in the city. While the officials say she was busy with her sport, she was seen promoting her autobiography `Ace Against Odds', both in Hyderabad and Mumbai.

Start-ups have a ‘Ka-ball-i’

You can’t not see it — the Kabali craze has taken over the country, with companies even announcing a holiday on July 22 so that their employees can watch the Rajinikanth starrer in peace (if they’re able to get hold of tickets, that is). And the city’s start-ups aren’t far behind — a bus full of them will be a part of a community trip being organised.

Starting from Hitec City, the bus will be stickered with posters of the film and packed with start-up employees wearing official merchandise, all of it organised by start-ups — including organic popcorn.

Progress Software’s Ramesh Loganathan says that while outings like this are organised often, Rajini’s presence is what’s making this one all the more exciting.

Modi likely to visit TS in Aug

Prime Minister Narendra Modi may visit the State for the first time after the formation of Telangana in the first week of August to launch the Mission Bhagiratha and a power plant being constructed by the Singareni Collieries. Officials of Medak and Adilabad districts are busy making arrangements for the maiden visit of the Prime Minister. The Prime Minister would tour the State on the invitation of Chief Minister K Chandrasekhar Rao.

The Chief Minister extended the invitation to the Prime Minister during his recent visit to Delhi. He requested the Prime Minister to launch Mission Bhagiratha, a project to provide drinking water to all the households through taps. The Prime Minister would launch the Mission Bhagiratha at Gajwel in Medak district and also dedicate the 1200 MW power plant of Singareni Collieries at Jaipur in Adilabad district.

The power plant of Singareni has already been synchronised with the power grid and has been continuing production for the past two months. Though it was contemplated earlier to dedicate the plant to the nation through the Chief Minister, the State government has decided to invite the Prime Minister for the same. The government plans to use the visit of the Prime Minister to the State to improve its relations with the Centre.

WIN MANTRA: BE PATIENT, PRECISE - TIMES IN WEST INDIES

While Anil Kumble was a formidable limited-overs bowler, his legend was built on his gigantic feats in Test cricket. That his first assignment as India coach is a Tests-only tour is, thus, a happy coincidence for the visitors.

And as he and captain Virat Kohli plan and plot a triumphant sojourn in the Caribbean, the visitors do seem to have an edge over West Indies. The first of the four Tests begins here at the Sir Vivian Richards Stadium on Thursday .

As a bowler, Kumble was patient and precise. These are the qualities which teams need the most to succeed in Test cricket, more so on the slow pitches of the Caribbean. By all accounts, and as batting coach Sanjay Bangar asserted, the preparation for the tour has been extensive and precise, as one would ex pect from Kumble.

There was a pre-tour camp in Bengaluru where possible match situations were simulated to help the players augment their responses. The two warm-up games in St Kitts let the team to loosen up and have a feel of the conditions they are likely to encounter.

Patience is key: Ajinkya Rahane

India vice-captain Ajinkya Rahane feels that the batsmen will have to show a lot of patience if they are to find success in the upcoming four-Test series against the West Indies. The first Test begins in Antigua on July 21.

“We have discussed about all these factors as a batting unit,” said Rahane on Monday.

“We have talked about how to bat on slower tracks. Patience will be the key here and it is not going to be easy to score runs. But if you focus well, once you get settled it will be easy to bat on. Even the bowlers have to bowl very disciplined line and lengths here and be patient.”

In his pre-departure press conference, skipper Virat Kohli had admitted the team needed to learn from the last Test series against South Africa. And perhaps they have started in earnest, with training underway three days before the first Test, under the watchful eyes of Anil Kumble.

“I think as a batting unit we have been doing really well. As much as we learnt from the South Africa series, it is all about focusing on this series now. Patience will be the key as a batting unit.

Rs. 7 lakh capitation fee in city schools leaves HC gasping

Expressing shock over certain private schools collecting a one time fee (OTF) of up to Rs 7 lakh per student during admission, a division bench of the Hyderabad High Court on Monday said it was time to regulate school fees in Hyderabad.

“If you want your people to flourish, you should start with schools and not colleges,“ said the bench of acting Chief Justice Dilip B Bhosale and Justice A V Sesha Sai. The bench was hearing a PIL filed by Hyderabad Schools Parents Association (HSPA) challenging OTF because it is collected over and above the regular fee.

“There is a need to bring in regulatory mechanism to stop this ridiculous practice of OTF,“ Justice Bhosale said.

Kalpana Ekbote, the counsel for the association told the court that the OTF is nothing, but banned capitation fee now brought in with a new name. Referring to the Telangana government's drive against errant professional colleges and the establishment of a fee regulatory committee, Justice Bhosale told the state counsel A Sanjeev Kumar that the situation was grave after Kumar told the court that their own survey had revealed that 160 schools in Hyderabad are collecting OTF from Rs 50,000 to Rs 3 lakh.

Arbaaz Khan returns to Tollywood

Bollywood actor and younger brother of Salman Khan, Arbaaz Khan is all set to return to Tollywood. After making his Telugu debut way back in 1995 in a negative role opposite none other than Chiranjeevi in Jai Chiranjeeva, the Bollywood actor, producer and director will now be playing another negative role — this time opposite Raj Tharun, in an as yet untitled project that is being directed by Vamsi Krishna.

According to a source close to the filmmakers, they had always wanted a star for the role, so they first approached Govinda. But the actor and former politician had a few reservations.

“After reading the translated script, Govinda wanted his character to have a bigger role in the film. Apart from that, the actor felt that his star status was much larger than the younger Raj Tharun’s,” the source said.

After Govinda lost interest in the film, the makers then approached Arbaaz with the same script, who read and accepted it immediately. “The actor agreed to return to Telugu films with this project, but has still not yet signed a final agreement,” added the source.

“The summer of 2016 was an extended season across major markets. Typically, the peak travel season for people from south India is April and May . Fake vehicle stickers rampant in city

Flaunting fake vehicle stickers on the rear and another in the front in bold, red-lettered words proclaiming ‘PRESS’, ‘ARMY’, ‘POLICE’, ‘DEFENCE’, etc., not only affords the offenders the ‘undeserved’ display of his profession but also extends the belief that it allows the offenders immunity from law. And, perhaps most of the time, criminals use these ‘fake’ stickers to hoodwink authorities and police rubberneck the vehicles pass by.

It has been found that more than 80 per cent of the stickers are bogus. Police recently arrested a journalist (on charges of chain-snatching) with a ‘PRESS’ sticker on his vehicle who dodged the cops for six months. “They said he passed vehicle checks easily because policemen believed he was media-related person,” a senior Traffic police officer said adding that the issuing authorities would be questioned.

15 ft Ganesh idols ideal: HC

Suggesting that Ganesh idols below 15 feet height would be ideal, the Hyderabad high court on Monday urged that Bhagyanagar Ganesh Utsav Samithi and the state government should take steps to ensure that the height of the idols at pandals during Ganesh Chaturthi shall not exceed the `ideal height'.

The division bench comprising acting Chief Justice Dilip B Bhosale and Justice P Naveen Rao made the observation dealing with a petition by advocate Mamidi Venu Madhav, who charged the authorities with ignoring the court's earlier orders in this regard.

“Separate bins must be arranged at the lakes during immersion of Ganesh idols to dispose of the puja material instead of dumping it in the lakes along with idols, Justice Bhosale said.

The Maharashtra government arranges such bins at the immersion points, Justice Bhosale added. The bench told the state government and the Greater Hyderabad Muni cipal Corporation (GHMC) to ensure that only natural colours are used in making of Ganesh idols. While asking the government to file a report detailing the steps taken for reduction of the height of the idols and also cleaning of Hussainsagar after the immersions, the bench adjourned the case.
